Election Commission of India has officially announced the second phase of the Special Intensive Revision (SIR) 2025, beginning from October 28, 2025, across 12 states and Union Territories. This new phase will help update and verify names in the electoral rolls before the upcoming elections in 2026 & 2027.

During 2nd phase of SIR, all voters will be required to show valid documents to their Booth Level Officers (BLOs) for voter verification. ECI has released an official list of acceptable documents that voters can present. Those who fail to show these papers may face issues in keeping their names on the final voter list.

Documents Required for Voter Verification

In order to keep your name in the voter list or get new names added, voters should show at least one of the approved documents to their BLO during verification. Below is the complete list of acceptable documents:

  • Identity card or Pension Payment Order issued to regular employees or pensioners of Central or State Governments or PSUs
  • Any identity card, certificate, or document issued by Government, local authorities, Banks, Post Offices, LPG agencies, or PSUs before 1 July 1987
  • Birth Certificate issued by a competent authority
  • Passport
  • Matriculation or any educational certificate from recognized boards or universities
  • Permanent Residence Certificate issued by a competent State authority
  • Forest Rights Certificate
  • Caste certificate (OBC/SC/ST) issued by a competent authority
  • National Register of Citizens (NRC) entry, wherever applicable
  • Family Register prepared by State or local bodies
  • Land or House Allotment Certificate issued by the Government

States Covered under SIR Phase 2

The voter list revision under SIR Phase 2 will take place in the following 12 regions: Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.

Chief Election Commissioner Gyanesh Kumar, along with Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, announced that this is the ninth SIR exercise since Independence, the last one being held two decades ago in 2002 in most states, and between 2003 & 2006 in some states.

SIR 2025 Important Dates

  • Printing & Training: 28 October 2025 to 3 November 2025
  • House-to-House Voter Verification: 4 November 2025 to 4 December 2025
  • Draft Voter List Publication: 9 December 2025
  • Claims & Objections Period: 9 December 2025 to 8 January 2026
  • Hearing & Verification: 9 December 2025 to 31 January 2026
  • Final Voter List Publication: 7 February 2026

Why Document Verification is Important

Voter verification under SIR helps remove duplicate, outdated, or incorrect entries and adds new eligible voters who have recently turned 18. This process ensures every citizen’s voting right stays safe and legally valid in the electoral roll.

When to Contact BLO

If your name was missing in the last voter list or any of your personal details (like name, age, or address) are incorrect, you should contact your Booth Level Officer (BLO) during the verification phase (November 4 to December 4). BLOs will visit homes and collect or verify the required information.

Final Publication and Next Steps

After all claims and verification are completed, the final electoral roll will be published on 7 February 2026.
